To whom it may concern, we have a serious issue with a heaving sidewalk. I recently had an older gentleman trip on this. Now who is reliable for a potential sue in this case?

Sidewalk slab to the right of the driveway has lifted 2" and split. This creates a tripping hazard and makes it very difficult to clear ice and snow.
