Drainage Issue on Road at 1–19 Couture Cres SW

The storm drain in front of 13 Couture Cres SW does not appear to drain properly, even though others in the area drain fine. The attached photo is from today (July 5, 2013). This same drain also didn't drain adequately on June 21, 2013 and caused significant puddling into the front yard, contributing to seepage into our basement. Is there something that could be done to address this issue in hopes of preventing future flooding into our basement?
