Drainage Issue on Road at 7300–7398 5 St SW

The alley was recently graded and a little gravel added but after one rainfall this is the size of puddle. It will now sit there for days with draining. There are no houses to the east of the alley and I'm wondering of that edge could be level to allow some drainage? Thanks!
