Catch Basin Other Concerns (OLD) at 27 Arbour Crest Dr NW

Catch basin damage resulted in tearing the wall of my front tire. I was parked for a school pick up and upon turning the wheel left to pull out, the sharp, and already damaged catch basin ripped into my tires wall. I am now required to replace both front tires (about $500 to do so) and the city claims it's not their responsibility to compensate me for the damage.
