Spring On-Street Bike Lane Cleaning at 2215 2 St NW

Thick mud and debris blocking drainage. Comes from back lane when it rains. Any way the back lane can be leveled as when it rains dirt and debris pour out of the back lane onto the roads. Can we get someone to clean the mud up and unblock the drainage as its flooding the front lawn.
