Describe Issue: The City has made a new left turning lane (which is much appreciated!) but they keep blocking it off so we can't use it and they aren't even doing anything there to justify it. They installed the sensor for trigging the turning light in the new lane and we were using it for a few days, but now it's blocked off again and the people turning can't trigger the light anymore so the traffic is very backed up.
