Delayed timing after left turn signals

Describe Issue: I constantly see people turning left at intersections with left turn signals after the left turn light has gone yellow and they are still turning when the straight-thru light turns green. This is annoying but also dangerous. I was wondering if this could be improved by having a 1-2 second delay on the straight-thru green after a left-turn red?
