I have flat tires 4 times in last month and had 2 tire changes because of car metal pieces , neighbor repairs cars. He has two car garage , which always left empty and car park on street. Currently on 4x4 park on his drive way which has front right side not cover. We have small kids in street which is dangerous for them. I complained Before so in between there was no problem, but it started again from last 20 days. You can see from picture drive way and two car garage empty and for harassment purposes car park on road. My house is between two houses with front garage, so as per city parking rules I have to park 1.5 feet from both sides so there's space for one car. Winter is about to start if I have to fix my tire every week , that's not easy. If possible I would like to apply for permission to make drive way . Hope city will understand my problem. In Monterey park community there are more than 20 drive ways as my situation
