Vehicles are taking several runs up this hill in order to get up. They're also spinning their tires on the way up, making conditions worse , then backing down when unsuccessful, and taking a big run and speeding up the hill, making for a dangerous environment. This road is also adjacent to a park an playground zone.
Issue: Sand / Salt request - hazardous/emerg
