Snow On City-maintained Pathway or Sidewalk at 4975 130 Av SE

Pathway is only 1/2 cleared behind Safeway and cars are DRIVING on it. Not safe, not accessible. Caught a driver today on camera at 3:58pm. Many people walk on this path; seniors, dog walkers and parents with strollers--this is not acceptable or accessible.
