Play structure has been removed from ground

Describe the concern. This was a pole children would sit on and you could spin them around. It was always in high demand at this park. I found it in a garbage bin. Some older children told me that some teenagers were kicking it and pulling on it and successfully removed it from the ground. It was left on the ground in the park and the next day it was found on the garbage bin.
