Long wait at lights - weird timing

Time of Day: PM Rush Hour

Describe Issue: When travelling south on 5th ave and wanting to turn east onto 3rd to leave downtown, the traffic lights have a no right turn after the east bound traffic cycles through. Then the no right turn light is on but east bound traffic also has a red light. Then east bound traffic goes again before the south bound traffic gets to go. Traffic really backs up with the road construction and it sometimes takes 4-5 south bound green lights before you can actually get through. I have been stuck there for 20 minutes on more than a few occasions! Not sure why the timing was changed!
