Why the red light?

Describe Issue: This one seems to be an all day problem, not just at 11pm every evening. The timing for the left turning light from 64Ave westbound onto Deerfoot north was changed from as required to on a timer - it changes to red heading west on 64th Ave NE regardless of any traffic actually turning left onto Deerfoot. As you can see in the photo - there is no vehicle in the eastbound lane turning left onto Deerfoot but the light heading westbound still changed to red - this happens every night (and apparently all day long). The second of 2 frustrating traffic light timing issues within 2 blocks of each other that we have to deal with 5 nights a week.
