This looks like there's several people making a larger shelter. There's bikes that they're riding up and down Douglas Fir trail which makes it dangerous for trail walkers. There's also garbage and drug paraphernalia lying on the trail. If you're walking down the trail, there's a sharp bend in the path about 150m left after the T intersection on the trail from the entrance. They're about 20m up the hill which is where I've marked on the picture.
