7th Street signal needs temporary adjusting. Major backups at all times of day due to construction

Describe Issue: Much of 9th Avenue is empty as the traffic isn't flowing into it at the 7th Street construction delays. An extension of the green light timing would alleviate a lot of this problem. There is next to no traffic on 7th Street
