Need protected left turn signal for northbound 1 St SW turning onto westbound 11 Ave SW.

Describe Issue: When turning left onto westbound 11 Ave SW from northbound 1 St SW, only 1-2 cars are able to turn left each cycle. I drive this route every day during AM and PM rush hour. The biggest problem is PM rush hour. I usually have to wait through 5 or 6 cycles of the traffic light before i am able to turn left due to all the oncoming traffic and pedestrians. I also notice that the traffic backs up from the light at southbound 1st St S.W. and 12 Ave SW - cars are often blocking the intersection.
