Strathcona hill, merge into bow trail east very icy, school bus having trouble stopping. Why had this not been salted/sanded but all of Richmond road which is even grade has?

Specific location details: When leaving strathcona using strathcona hill se onto bow trail east, hill is steep/short/ cars must stop for merge lane and hill is vey very icy. Should have been salted/sanded. School bus having trouble accessing this road safely to bow trail.
