Snow On City-maintained Pathway or Sidewalk-WAM at 13 Mt Lorette Cl SE

The storm drain by the playground is all plugged, and water is standing still on our sidewalk. It freezes through the night, and turns into a dangerous walkway. I actually saw a lady fall as she was walking by. The problem is all the snow that has turned to ice in front of the playground is keeping the water from running into the storm drain. This is a serious safety hazard.
