What is Streetlight lighting? Residential Roadway

Describe the issue: Portable solar street light ( night light ) in alley not turning off during daylight hours.

Any other location details: Located in alley between Elbow Dr SW @ 8th st SW. Between Seattle Dr SW & 104th Ave SW. 1/2 block south of Petro can gas station on Southland dr & Elbow dr SW
