Lane deep ruts

Specific details of the issue: Deep ruts in lane. How deep do the ruts have to be in order for a repair? There's about 100 meters of lane, right at the steepest hill section, where the ruts are 130 mm, 5 inches deep. I believe this lane originally was paved with cold or loose pack asphalt, as there are signs of it under some of the gravel. It would make sense to do the cold or loose pack asphalt again, to better resist rains.
