Mowing in a Park at 156 Everoak Cl SW

The contractor cutting grass in the ball park behind my house does not appear to be cutting anything. See the before and after photos of the trimming they are doing around the hall park and perimeter fences. They seem to run around the fences without cutting any grass. This has been an issue all summer.
