Left turn signal northbound 12 street and 9th ave SE too short.

Describe Issue: This is at all times of the day not just rush hour. Turning traffic backs up the country rail bridge, and takes a vehicle sitting at the bridge 5 signal changes to get to the light itself, not turn but get to be ready to turn. The current timings make the signal worthless, and a normal green more cost effective.
