Fire Hydrant Concerns at 432 Discovery Ridge Ba SW

Fire only hydrant being tested. Not to be tested by the city per the fire department. Tested again today and now the barrel is full and the sidewalk is covered in ice...no gravel put down. STOP TESTING. BARREL DOES NOT DRAIN.
