Tree Maintenance - City Owned at 8612 7 St SW Southwest Calgary

I have two concerns. I think I have oyster scale on my apple tree and would like a professional opinion. Second, I need the tree to be pruned, aggressively, up on the crown. The tree is getting too tall for me to pick the fruit. Also, the branches get too many apples up top, and many fall because the branches are to weak for there fruit load.
