Large screw coming out of roadway

Specific details of the issue: There is a large screw coming out of the pavement on the roadway. I've tied some caution tape around the head of the screw.

Specific location details: Intersection of 5th St and 3rd Ave, along 5th St southbound. Its near the parking lot. I've tied some caution tape to the screw so it's easier to find.
