Sidewalk in front our house is lower than others water pooled

Issue: Manhole (too high or too low only)

Specific details of the issue: Last year city redo sidewalk but make ours so low now ice so melting is backing up onto sidewalk, street and property Water has been pooled here. We have tried to clear it and it has not been successful. Our front walkway entrance is flooded so unable to easily access our front door and when it freezes it becomes an ice rink ! Dangerous for us and neighbors
