Sign post not removed but cut into sharp small cylinder

Specific Details: The sign post is cut and not completely removed. As a result, during snow time, the small remaining piece is not visible and a danger to pedestrians and also automobile drivers. My front tire got cut and now I have to replace all four tires for $1600
