Make lane change for 9am

Time of Day: AM Rush Hour

Describe Issue: With the traffic volumes increased and time of day for parents dropping kids off what harm would it be to keep the lane change till 9am? It is backed all the way up the hill and bridge solid till 9am and when 830 hits and the third lane collapses it backs the traffic up even further. There is not that much traffic coming north center street from 830 to 9am anyways
