West bound on Riverfront Ave at 4St SE, the LEFT advance turn signal does not work in the morning rush hour. There are 2 lanes of eastbound traffic and cars don't have an opportunity to turn left in the morning. Many cars run the red light to get through. This is a high pedestrian area w/ commuting walkers + homeless ppl. This light used to work in the morning but hasn't for 2 years. Been reported before. This light gives the advance in the afternoon. I see it when I travel east going home.
