Signal timing at hospital drive and university blvd has reverted ( it had been much improved lately). Lights only letting about 5 cars through

Describe Issue: There is minimal traffic going east, west or north at this intersection between 730 & 8 am so they don't need advance green. Just Southbound and south to east
