Traffic/Pedestrian Signal Repair at 2415 5 St SW
Why does the pedestrian walk signal sync with the vehicle lights? What is the point of the push button? What does that serve? Why do I have to push a button in order for the 'safe walk' light to appear?

Specific details of problem: Saw a man at this intersection looking puzzled. He was a tourist and couldn't figure out why he never saw a safe crossing light. It was kind of heartbreaking and maddening to see him so confused.
