access to drain at side of house is restricted due to snow and ice build up in street. therefore water run off is going down sidewalk and freezing overnight causing hazzourdous walking conditions.

Road is higher then sidewalk causing ice to flow on sidewalk

Back lane drains down sidewalk. Impossible to keep up with ice. Happens every year. The street needs the ice removed to allow the drainage to the gutter.
