Black knot - several branches on each tree along 85 street (between aspen glen landing and 17 ave) and along aspen glen landing have occurrences of black knot.

I have a mountain ash close to my house front that is diseased and branches are falling. I would like to know if this is a city tree and make arrangements for removal before it damages the house.

Dead tree

The tree has a lot of dead branches all all levels, and it does not appear to be healthy. I'm unsure what to do.
