Noxious weed, Canada thistle, ready to bloom in north end of off leash park. Could they be cut down before they bloom?

This park has not been mowed or trimmed even once this spring/summer. It's in really rough shape and could use a cut.

Grass and weeds on bark paths very overgrown, making some paths unusable. Boardwalks very overgrown in some places. Do not expect constant maintenance , but occasional trimming would help both situations.
