Add stop sign and convert intersection to a four way stop.

Details of request: Convert the intersection of 23 Ave and 15 ST SW to a four way stop. I've witnessed and have been involved in near misses and today there was an accident. It seems like it's a daily occurrence of people honking as they narrowly miss each other. The intersection is a double blind crest and people can't see vehicles approaching and travelling east to west on 23 Ave.
