Fence Concern in a Park-WAM at 630 6 St SE

EV Dog Park Gate
Describe the concern. The gate latches do not match up and are hard to open/close. The gate that has the piece that goes into the asphalt keeps moving when trying to open the other gate. Some people cannot even get into the park as you need to force your way in.
