Tree Maintenance - City Owned at 427 48 Ave SW Elboya

Hi, Our tree has worsened since the beginning of July. The tree did not leaf. Woodpeckers have removed most of the bark up the tree. The branches are sagging and are dry/dead. We would like the tree removed so we can plant a new one this fall. It looks horrible and I cannot imagine that after having the bard removed my woodpeckers that it will be alive next spring. Please advise. Thanks.
