Catch Basin / Storm Drain Concerns at 92 Templeson Rd NE

Every year this manhole blows, turns into a geyser and floods the road. I have two insurance inspection reports which detail my basement flooding twice is due to backflow pressure when the geyser recedes. I don't want to keep repairing my house for a city issue - please address the poor drainage in this area before Spring
