Catch Basin / Storm Drain Concerns at 2623 24 A St SW

Ice Daming due to Sump Pump Discharge. Ever since city built in drainage for 2631 24A St SW sump pump through sidewalk the water rate is slow enough that it freezes and creates a major hazard in front of multiple homes. In a few days it will go over the sidewalks.
Issue: Standing Water on top of the Catch Basin (Residential)
