The storm drain is plugged on the S.W. corner of the intersection at 9 Ave NE and 5 St NE. The walkway is flooded and impassable at the corner. See photo. This happens regularly because the property owner at 539 9 Avenue NE habitually bows his grass cutting and leaves into the gutters on 9 Ave NE and 5 St NE.
