Mowing in a Park at 1804 Bay Shore Rd SW

There is a park behind our house with a nice little hill that we use with our small kids for sledding in the winter. The grass on this hill was mowed for the first 5 summers we lived here, but last summer and this summer the grass on the hill has not been mowed. Last winter the long grass made it very difficult to sled since the sleds would not slide. We tried packing it down but that didn't help much. I'm not sure if this change is due to budget cuts, but can this hill be mowed once before the end of the season?
