Fence Concern in a Park-WAM at 1334 Riverdale Av SW

Hole in the fence. My dog crawled under this opening and I was shocked to see him standing on the other side of the fence next to a steep drop off to the river below. I screamed at him to come back. Not sure if dogs or people are wrecking this to let their dogs through, looks like obvious attempt to fix it with the existing rock but it needs to be fenced up again or a bigger rock needs to be placed there. I tried to bend the existing fence back but to no avail. It's very dangerous. Please fix this right away!
