Catch Basin / Storm Drain Concerns at 2244 28 Av SW

Awhile back a crew installed this fabric and sandbags to protect the storm sewers while the worked on a water connection at the top of the hill. They forgot to remove the fabric and sandbags when they finished. I am worried about spring thaw and flooding if this is left like this.
