Provide Specific Details of the Issue: Concrete pad on City of Calgary property in backlane. Nice idea to locate garbage and recycling bins but it is restricting access to an Enmax transformer.

Specific Location details to assist crew to locate: Directly behind 232 McHugh Rd N.E. out side of fence/property line in back lane. Also represents tripping hazard could be hit by vehicles as it extends above ground 200mm.
