Catch Basin / Storm Drain Concerns at 1009 4 Av NE

The entire backlane drains into the sidewalk in front of my house, which forms a slab of ice when if melts and freezes overnight - I clean my sidewalk often, removing all the snow, but why do I have to deal with the poor drainage from the city's backlane? This is a huge liability as this is ice, not snow, so we need to find a short term solution for this, and a long term one. I can't spend hours every night breaking ice, this is unsustainable. Thanks.
