Catch Basin / Storm Drain Concerns at Telus Convention Centre, 120 9 Ave SE

Currently 5-6 inches of ice..water pre freeze. Completely covers path as it exits..covers sidewalk completely for 15 feet..5'6 inches Ice. This same area always floods..must be catch basin or grading isdue with backyard of adjacent house,?
