In a Park - Litter Pick Up or Overflowing Park Bins-WAM at 2888 Shaganappi Trail NW Northwest Calgary

I can understand that the city workers don?t want to walk in the muck to do their job but how do they justify all the users walking in the muck when there is muck. The curb and pavement are on the city use side when they empty the full bags two three times a week? The cans in the park are done properly but this seems reversed to that? There are mud pools in front of the cans in the park but users can avoid them with a reach.
