Describe Issue: Since the change to a single turning light, traffic is backed up and drivers are waiting at the light where 12 st turns on to the bridge. This creates a back up because they should be turning in to the right lane but they are waiting to get in the left lane but that's illegal to cross to that lane. We waited three lights before this driver ahead of me finally turned.
