E-Scooter - Abandoned / Parking Concerns at 509 9 St NE

This is just one example, but I am constantly seeing these scooters being parked in the middle of sidewalks and bike paths. There should be designated parking areas for these scooters, and if users do not comply, they are continuously charged for the use of the scooter. Or just get rid of the scooter program altogether.
