Fire Hydrant Concerns at 2506 Catalina Bv NE

Red fire hydrant that has a slow leak. When we were testing hydrant , it was pressurized when we tried removing the 65" caps, CFD opened the caps. We opened and closed the spindle. Hydrant continues to have a small leak, not allowing it to drain. CFD could not drain hydrant as it continuously leaks.
